I personally wouldn't blame QF for serving a refreshment to the passengers who had booked a flight marketed as a refreshment flight - if they had been on the original plane they would have got the exact same thing... It just makes it a bit awkward that in this case the passengers on the dinner flight got dinner while those who booked the refreshment flight didn't.
