Here is Qantas' published policy for agents:
Qantas will often try to say "there are no more points seats"... That doesn't mean that is correct. It generally is not.It makes all the difference when dealing with airlines, especially Qantas. A points ticket will only be accommodated by the next available point seats that are available if you’re lucky. A revenue seat can be accommodated by a new revenue seat which are far far far more numerous.
