As I understand it - the recent December changes to QF baggage rules now mean that a ski bag is now included in the 20kg baggage limit, with any excess weight charges being limited to 3kg.
I ticketed under the earlier rules, where I think the ski bag was treated different (was there a small extra weight allowance over the basic 20Kg for sporting equipment ??).
However, I have paid as similar 3 kg charge in the past, when I have been way over weight.

Is this an international or domestic trip. It is only domestic allowances that are changing

for international trips , the details are on Fly - Baggage - Sporting Equipment

When the combined weight of one kit and your checked baggage exceed the free baggage weight allowance, you will be charged at the rate of 3kg (7lb).

I didn't see anything that said that the sporting goods allowances were changing
