OK. So why is the credit card surcharge being called a handling fee and why is it charged on gift vouchers?

Correct. I read all the terms and conditions and went ahead to purchase the gift vouchers for a "friend" when I saw the handling fee.

And now trying to purchase the gift vouchers and I get an error.

Something about the purchase has not been completed, the credit card has not been charged and someone will be in touch during business hours.

I really wanted to git voucher now as the current special is only on until midnight and I want to book 10 flights which will all need to be done via the call centre.
