A small step but in the right direction - might help to tip you to PPS or retain:

Not sure about the bolded sentence though...probably restricting redemptions on new F and J.

Thank you for being a loyal member of the PPS Club.
Over the past year we have embarked on a series of revamps to serve you better and we hope that you have had the opportunity to benefit from some of these changes. In particular, we were encouraged by your positive response to the improvements made to our award charts, which now offer you the opportunity to redeem Saver awards in any of our cabin classes, including the Singapore Airlines Suites. Also, you can now enjoy the added benefit of earning miles even on attractive promotional fares in Economy Class.
As a step further, we are pleased to inform you that you will be able to earn PPS Value on the fuel surcharge component of your ticket, in addition to the airfare, when you travel in the Singapore Airlines Suites, First or Business Class on Singapore Airlines or SilkAir. This means that the amount you pay for fuel surcharge will now count towards your PPS Value and re-qualification as a PPS Club member. This change will be applicable for all eligible flights departing from 1 July 2013 regardless of when the booking was made. For more information, please refer to the Frequently Asked Questions below.
This change has come about as a result of the valuable feedback we have received from you and it has helped us greatly in planning for improvements to the programme. We will also be progressively introducing new initiatives to the programme in the coming months.
