oneworld: IB to UL through check of bags - different bookings

Quite a specific question, but maybe someone will know about IB and their baggage through check policies:

If I take an IB flight (paid) and at the destination will then be taking UL flights (same day - paid) are IB able (and willing) to through check my bags to final UL destination?

IB flight(s) would commence from a non-IB hub so likely contract check in staff.

IB won't do it. The only 3 that will do it are MH/QR/CX and it can be hit and miss.
