Monese is a UK-based digital bank which I stumbled across but is in fact a very good way of obtaining any of the following:

(1) a GBP bank account with the usual UK bank account number, sort code (UK's version of BSB) and Mastercard debit card

(2) a EUR bank account with IBAN, BIC and Mastercard debit card

(3) a low cost way of obtaining GBP or EUR and withdrawing from ATMs when travelling to the EU/UK - a great alternative to the travel card rip-offs that inundate the Australian market from Travelex, Qantas Cash, Velocity Global Wallet, and the banks etc.

Monese do not require any proof of address documentation as they market towards digital nomads and people who are freshly moving to the EU/UK and so wouldn't qualify for a traditional bank account due to lack of address documentation. All they require is a selfie and a copy of your passport. I had no issues signing up with my Aussie passport, although you will need a UK/EU mailing address to receive the debit card, so I used a relative's (although you might be able to have it sent to your hotel and held there if you have no other option, but I haven't tried that). Foreign mobile numbers including Australian numbers are perfectly acceptable to use with the account.

What I can now do is obtain EUR and GBP easily and withdraw from any ATM when visiting the EU or the UK (Monese don't charge ATM fees, do you just have to make sure that the ATM provider also charges nothing - most major banks provide free cash withdrawals and in the UK they signpost this clearly). I simply used Transferwise to send AUD to the Monese UK account at the best available rate for GBP, and then once in the UK withdrew from the ATM.

I also tried spending with the card on a few transactions and was impressed by the app's functionality - instant transaction alerts on your phone and it contains great tools to assist with budgeting and tracking spending if you are into that sort of thing.

Other top-up methods include:

1) Debit card - I haven't tried this yet but nothing stopping you from adding the debit card from your Aussie bank account, although chances are the exchange rate will be inferior to topping up via bank transfer with Transferwise
2) Cash can be deposited in the UK through post offices and PayPoint.

It also provides some future financial flexibility if you ever need to make bank transfers in the UK or Eurozone since you have a fully functioning bank account.

This answer on the Monese website is relevant:

We do not provide FSCS protection (which only guarantees customer deposits up to £85,000) - instead we guarantee the protection of 100% of customer funds. Monese Ltd is a registered agent of PrePay Technologies Limited which is an electronic money institution authorised by the Financial Conduct Authority under the Electronic Money Regulations 2011 (900010) for the issuing of electronic money and payment instruments.

Unlike banks we do not re-invest customer funds and have to keep all customer money separate to our own company finances. This guarantees that even in the unlikely event that Monese is no longer in business all of our customers would receive 100% of their balance back.

It's all a question of perspective, I guess. If you step back and ask yourself why people ask the question about deposit insurance, the obvious concern is bank failure. Why? Because traditional commercial banks use fractional reserve banking, i.e. they use the deposits to lend out for their loans business, so if every depositor tried to withdraw tomorrow the bank fails (or if they have large defaults on their loans).

What Monese seem to be saying is that they're not a commercial bank with a loans business, so that risk shouldn't exist.

In any event I'm not using it for large amounts, more for convenience for travel money and to have something in the UK when I need to receive the occasional payment. If you have massive volumes of high value business transactions then this may not be the right product but DYOR.
 
No equals no in my book. Ive been in the banking spaces (as a Core Banking systems provider rather than a banker) for many years, much as the recent Royal Commission exposed the banks as sometimes dodgy these fringe dwellers are many times dodgier in almost all instances, I'd be very careful, recent event are littered with carcasses from organisations such as this. Can't ( and need to be specific that I am not) comment on this one, but can say this isn't a happy space in general to be putting your money.
 
I'm not sure why you are so confident of the Government's guarantee.The guarantee is initially only $20 billion per bank with no guarantee that will be increased.Since the big 4 have deposits ranging between $400-$600 billion I think it unlikely all eligible depositors would get all their money back.
Add to that the changes to the banking act on Valentine's day last year which in effect could mean bail ins are possible I would be quite wary.
And of course with the new wave of financial instruments like this on line operation the banks are not looking at an all together rosy future.
The EU banking index has fallen 75% since 2007 and might be going to get worse.
 
As someone with intimate knowledge of APS910, how the industry has implemented it, and the inner workings of the big 4 Australian ADI's core systems (especially their single customer view reporting capabilities), I can categorically state that the FCS, if ever instantiated, would be an absolute cluster coughk.
