Mactan (Cebu) new terminal fee 1 Jan 2016

Just doing a booking on Cebu Pacific website and they note

NOTE:

All domestic flights out of Cebu (Mactan International Airport) beginning January 1, 2016 will be subject to the new P300.00 Passenger Service Charge (Terminal Fee).

I couldn't see any clarity whether this is already included in the ticket price or whether they (Mactan airport) are re-introducing a level of administrative burden to collect a charge.

Any guidance appreciated.

Did anyone come back to this? I have never been but its on my 2016 travel list, just need to work out if I go Cebu Pacific all the way, or Qantas SYD-MNL then Cebu Pacific for just the shorter flights..
