Luggage policy AeroMexico/Delta/Virgin

Folks,

I would like some clarification where possible before I consider escalating my complaint with AeroMexico.

Situation - I am Virgin Velocity Gold - no big deal...

I recently flew from Tijuana in Mexico to Mexico City on AeroMexico and then after a few days flew with AeroMexico to Hualtulco in southern Mexico - on both legs neither my wife or I were charged for our checked in luggage. The tickets were 'tourist class' i.e. economy

For our return flights, I booked through the Delta airlines website - I paid a 10-15% premium over and above the cost charged by AeroMexico on their website. The flights from Hualtulco to Mexico City then onto Los Angeles all took place on the same day with our luggage booked all the way through 'tourist class' i.e. economy once again. Both of these two legs had Delta codes but on AeroMexico codeshare service.

When we checked in at Hualtulco - we spent the best part of an hour in the process - the AeroMexico counter staff said we had to pay for our very same checked in luggage. The charge was $1200 Mexican pesos per passenger to Mexico city (so almost $200 Aussie in total) but no charge for our luggage from Mexico CIty to Los Angeles. Now my Spanish is non existent and their English was limited but I couldn't understand why I was being charged at all for any leg - I had booked Delta flights and paid a premium and I had reciprocal luggage benefits through Delta and Virgin.

What am I missing here?
Can anyone out there help this simple fellow understand the logic being applied here by AeroMexico??
