Lost luggage - QF international into AUS - next steps?

So my partners mother arrived in Sydney a week ago, minus 1 of 2 bags. Connected thru lax from Houston but apparently one of th bags never made it to qantas in la, hence it appears lost in the system somewhere.

we have received the emergency expenses card from qantas for $100 which went towards the basic necessities, and now since it has still not arrived a week later, are about to fill out the next form to go to qantas' claim department.

as her mother is relatively upset given no luggage over Christmas etc, what are the next steps? can someone provide me a link to the total amount of compensation which will be provided by qantas? I think it's something to do with the Warsaw Convention and 1000xdr which looks to convert to around usd$600? She's also got travel insurance which has a total luggage claim of $1000- does qantas flick us to the TI company or do they accept responsibility and then we go to the TI company for the value over 600 up to the 1000 limit?

i did a quick search of lost luggage on the forum but couldn't find anything recent for USA-Sydney on QF.

it all seems very complicated on the QF website and it's under the terms and conditions 'claims by you' and the section after that. But they haven't made it very easy to understand.

Your travel insurance will be over and above whatever Qantas pays you. So if you have $1000 under your insurance program, and the total value of the luggage lost = qantas + >$1000 you will get the full 1000 from your insurance.

if the total lost is less than the qantas payout + $1000, you'll get whatever you claim, up to the $1000
