Does anyone know if the duty free allowance for cigarettes applies to kids as well? In other words can my 6 and 2 year old nieces bring in 250 cigarettes each for the smoker in the house when they arrive from the UK in August?

Up to 250 cigarettes, or 250 grams of cigars or tobacco products per adult (adult traveller 18 years or over) can be brought into Australia duty-free. All tobacco products in accompanied baggage are included in this category."

In a word, no.

If you are aged 18 years or over, you can bring 250 cigarettes, or 250 grams of cigars or tobacco products duty-free into Australia with you. All tobacco products in accompanied baggage are included in this category, regardless of where or how they were purchased.

Legally? I believe a minor is allowed to consume alcohol in a private residence and the law cannot do anything about it.

I believe the exact wording that could be applied is "Minors may consume alcohol in a private residence with parental supervision". But that is not to say that they can purchase alcohol as one needs to be over 18.
 
Under WA law, it is completely legal for children of any age to smoke, IIRC. What is illegal is the supply of tobacco products to minors, so if a minor managed to manufacture his/her own cigarettes completely out of thin air they would be perfectly entitled to smoke.

Smokes? No idea, but shop owners have been done.

Grog, I only know about Queensland and it was illegal at least 10 years ago. Supply would still be illegal, IMO. But of course what people can do and what is legal are 2 different things.
