International to domestic transfer in Melbourne

Arriving in Melbourne on VA 24. Could someone kindly acquaint me with the arrangements for transferring to a domestic VA flight with checked luggage.

I know it's a requirement to collect your luggage before clearing customs, what's then required to have your luggage transferred onto a domestic VA flight there in Melbourne?
 
After clearing customs head into the arrival hall turn right and go up the escalators then follow the signs to T3. If you have your BP already just go to the bag drop queue if not just go to the check in queue
 
Here is the official VA recommendations for transfer INT to DOM at MEL

Immigration
Collect luggage
Quarantine and customs
Go upstairs to Departures level
Checkin /bag drop

I cant exactly recall which side of Arrivals Hall has the escalators and which side has the lifts but I think the lifts to departure level is at the end of the travelator after turning right on exiting Quarantine into Arrivals hall. Its should be near the blue China Corner tourist counter
Obviously escalators are no good with a SmarteCarte trolley with luggage.
