I believe that the primary reason for the extension being funded by the government is to provide more options to Antarctica (better payload/more fuel) to support AAD.

At 250 metres out on a 3 degree approach, the aircraft should be about 42 feet (or 12 metres above the ground), noting that this is normally over hard runway as aircraft aim around 1000 feet in. This does not account for variations in aircraft size, landing gear length etc, nor does it factor in any safety margin. If you put a truck where the diagram shows, and someone aims to touchdown short of the 1000 ft markers (which many smaller aircraft do as the norm), then there could be issues. Someone smarter than me must have risk assessed it and come up with the truck height as being an issue.
