Hertz rental USA customers arrested for "stolen" vehicle

Hertz has been reporting rental cars missing to law enforcement who then arrest the most recent renter, or they find the vehicle and arrest the driver except that the driver holds a valid rental
This is even if the vehicle has been returned to the fleet and in some cases rented out again.

Not sure why this would be the case, but it is not an insignificant glitch when customers have been arrested, jailed and several thousand affected otherwise

I've never had the problem but I don't want to be pulled out of the car through the car window

Although using Sixt (for the first and last time in Ireland a few years ago) pulled over by police as REGISTRATION NOT UP TO DATE - I kid you not which was not very pleasant at all. Eventually fixed but never used them again
