Why does VA restrict the use of the $50 hotel service allowance?

At the Melbourne Park Royal it excluded in room dining and alcohol.

Surely $50 is the same value regardless of how it is used?
 
That wasn't the case for us at the Pullman, which is good cause didn't arrive at the hotel until about 11pm
 
The late arrival ... that was the problem for me ... I would have been happy to dine in the restaurant, but it was closed!
 
I fail to understand the need for a meal voucher for a delayed flight

You are eventually going to fly anyway, and get the meal/s you were entitled to as past of your flight which on VA might be nothing

Yet people expect a voucher for food when they would have otherwise been at home and had to pay for their own meals anyway
 
It's an out of pocket expense ... when my company requires me to be away from home I am provided a meal allowance.
 
I guess not too many have experience with the topic. In reality, you would need to contact VA and advise how unuseful the voucher was and how you want recompense.
