Flexi fare guests seated in Business

So on my flight from Launceston to Melbourne this afternoon in a 737, it appears that all the flexi guests (could tell because they all received a boxed flexi meal) were seated in Business class.

Is this standard practise for non-business flights? I thought they usually seat Plats in Bus if they decide to use the seats.

LST-MEL is an Economy only flight... but the plane has business class seats ????. They seat the Plats and Golds in the comfy seats when this happens.
 
Have gotten the front end a few times. You can purchase Business Perth-LST for some reason.
Just not Mel-LST
