Does SriLankan Airlines open up additional J rewards closer to the departure date

Booking a 20th wedding anniversary QFF trip for next year MEL->SIN->CMB->MLE->CMB->MEL

Managed to get most of the long haul flights for both of us in J, however on the CMB->MEL return there was only one J seat available on UL604. In the interests of marital bliss, I booked Mrs HockeyMonkey in J and myself in Y.

Do SriLankan generally open up additional J seats closer to departure (e.g. 30 days out?)

I have seen UL release additional award seats closer to the departure date, yes. Not guaranteed, but it is possible.

If you have an Expert Flyer subscription, I strongly recommend setting up an award seat alert for your CMB-MEL flight. That way you'll be notified straight away if/when this happens.
