DCIRC22 Terms Interpretation - Reroute

Can someone please translate this quote from the Circle Pacific terms for me?

Rerouting requiring reissue of flight coupons permitted at a charge of: USD 100.00
/CAD150.00 each converted into local currency at the Bankers rate. (Discounts for
children/infants not applicable).

Soo.. I need to get NRT-PER on my DCIRC22, with NO stopover required between the two. Currently i'm booked NRT-(CX)-HKG-(CX)-PER. It has been ticketed.

WITHOUT a fee, can I change this to..

NRT-(JL)-HKG-(QF)-PER (The timing and seats are better...)

or..

NRT-(JL)-SIN-(QF)-PER (Better timing, seats, and routing - there's just no availability right now)

Note the change in airlines, vs a change in airlines and routing - but still between the same two points without stopping...

I'm guessing the first change would be free, the second wouldn't.

If all you change are the dates/times but the flight sectors do not change then that is free

so converting NRT-HKG-PER to NRT-HKG-PER but with different flight numbers/times will cost nothing

Converting NRT-HKG-PER to NRT-SIN-PER will cost USD100

And changing carriers is ok for free as well?

I have done it a number of times on DAS13 which I think has similar rules. You will be fine.
