Changing Hertz/Europcar preference .. is it possible?

I opted in with Europcar about 2-3 years ago as part of Gold benefits.
Could swear it was restricted for a year back then, after which you could change to Hertz if so desired.

a) was that actually ever the case?
b) has anyone had any luck changing?

Tired of EC's sloppy service so thought I'd try something new.
VA gold phoneline was quite unhelpful, telling me to read T&C after 1 follow-up question and advising I'm stuck with EC for rest of my life.
 
I am the opposite, was sick of hertz service.. Emailed EC they matched my Presidents Circle straightaway with no future bookings planned.

Have used EC for past 3bookings and they far outshine hertz in Brisbane.

Maybe email Hertz?

My last three rentals with Hertz have been horrific. ADL airport are useless. On several occasions I've booked a "guaranteed" prestige car only to find on arrival that there are none available. I'd be happy to ditch Presidents Circle and start at the bottom with ANY other car hire company.

The benefit was only for a year in either programme. The only way you could get another bite at the cherry was to change status level (SG to WP, WP to SG, PS to SG). The benefit for losing WP never made sense to me
