Although in the grand scheme of fuel surcharges $18.30 AUD for a AU/EU/US/India-HKG flight, and none on HKG-xx_ flights is trivial ... if only that's what most other carriers charged ...

If the ticket is issued or reissued on or after 1st Nov, yes.

Before the surcharge was introduced I booked HKG-xKUL-PER in J with CX and MH using AA miles. Taxes were AUD45. Two days ago I booked the exact itinerary again. The taxes this time were USD55. A big jump.
