I recently flew from Singapore to Perth with Qantas with only carry on baggage. At no point was our baggage weighed. This wasn't a problem for me as I normally stick within the limits to avoid any problems. My friend just flew Perth to Ho Chi Minh on Scoot and on the Singapore to Ho Chi Minh leg was allowed 10 kgs between 2 bags. She was by no means the last passenger but as she boarded she was told there was no space in the overhead lockers so her carry on luggage had to be put underneath. This happened with other passengers as well and resulted in the flight being delayed by 1 hour. Has anyone else experienced the same situation?

That sounds odd ... if there is no room in the overhead lockers, the alternative is usually 'under the seat in front of you'. But then LCCs tend to be a bit black-or-white in enforcing 'rules'.

To answer your question, yes, I have heard of it, but not experienced it; usually occurred I thought on smaller tubo-prop planes.

Yes. I agree with you regarding putting it under the seat in front of you but unfortunately the average carry on bag doesn't fit. She was on a A320. We travel regularly in Asia and baggage in the overhead lockers is always a problem. We pay for seats at the front and have seen on many occasions people seated at the back putting their luggage up the front as they get on. The staff don't seem to monitor the situation very well.
