I read a lot of posts from 2014/2015 about VIP/Fast Track services for DPS. They used to be really recommended, but there are a few from 2016/2017 that say its not needed any longer.

We arrive on SQ942 from SIN around 1200pm on a Monday.

How busy is it in immigration and customs at that time, vs. the night time arrivals.

Our friends arrive with 2 kids, is it any more valuable for them vs. just a couple?

What about departures (we leave around 1pm)?

I did it 7 years ago and it was fine. With the new airport things are much better than before. Don't worry about it
 
It was needed a few years ago with the visa payment queues. Now there's no visa payment. We were there in September last year and were out within a few minutes. Longest wait was for luggage and VIP services, if they still exist? can't help with that.
