They have to virtually take the aircraft apart to put in shielding from EMP, aerials, defensive measures, air-to-air refuelling receptacle...command and control equipment etc....I doubt they have even completed the design work required for the plane. So 6 years seems to be optimistic for me and I also doubt that the cost would much lower with these completed aircraft, they even had the interiors completed.
I also read somewhere that they were looking to increase the order to include the replacement of the E4B "Nightwatch" Advanced Airborne Command Post planes which will either be retired with no replacement (unlikely with current global tensions) or they would increase the Presidential Transport number to cover both types.
