Not sure what's going on, but I have been unable to purchase any points with either my 28 Degrees, Amex or Citi Visa.

Just getting "There was a problem with your credit card information. Please try again, or different card".

It sounds like the bank is not allowing the transaction to go through - probably because they think it is suspicious.

Have you tried calling (one of the) bank(s) to advise them you are planning to make this transaction and ask them not to block it?
 
Mild update question:
I've had the booking confirmation through Aeroplan for the trip...how long does it usually take for the sister/mistress airline to get the PNR all setup? Bamboo in this case.

Should be instant.

The actual e-ticket can take a little longer, but the PNR must be there.

It should be fairly quick, perhaps instant but certainly no more than 30 minutes after clicking book I would suspect. I'm not sure what booking engine Bamboo uses (AC uses Amadeus). If Bamboo uses a different booking system then you'll need to get the Bamboo specific PNR if you want to touch that portion of the ticket. That being said, I have found that the AC site these days lets you do things like select a seat directly from the manage my booking portion of the site.

Purchased 180,000 miles today. No issues with Qantas Amex and points were issued within 30 seconds.

Redeemed SQ BKK-SIN-SYD in J for 72,000 + taxes for 2 in late December.
Really happy as availability wasn't showing on UA or VA.

It might be a different PNR for bamboo. You might need to call Aeroplan and ask for the bamboo PNR.

If you have a ticket and a reservation on bamboo, they’ll have created a PNR for you (you can’t have the former without the latter)

I also had trouble with points purchases with Choice hotels and Aeroplan lately, using various credit cards, amex and visa and wise visa.
Sometimes they go through, sometimes they get held up. I rang amex and they said the payment wasn't blocked so I think it's points.com randomly blocking your transaction. I got an email the next day saying that the purchase had not been completed and to try again. I tried again with aeroplan and it did go through but took 24 hours. I believe it can be points.com's system holding things up.

You have to make sure with Choice hotels points purchases that your email and address on the billing address page are the same as your Choice email and address.

I have tried with test small amounts for points purchases and sometimes they go through, sometimes they get held up. I wouldn't leave an aeroplan purchase to the last day just in case this sort of thing happens again.

I was lucky this time… transaction on 28 degrees went through immediately, although there was a follow up text from them asking me to approve the transaction.

I read somewhere - dunno if it was aeroplan? - that you need to change your address to Australia before doing anything else like entering in credit card details.

Not sure if that made a jot of difference, but the outcome was good.

So I got to the bottom of this, basically points.com’s system does not like relay emails or custom email domains. The transaction will be instantly declined but it will still do a preauthorisation.

So no issues with the cards or the account, just had to use a common email domain.

Thankfully we still managed to get in before the bonus promo ended.

What do you mean by relay or custom email domains? I had gmail email addresses that go through sometimes and sometimes they don’t.
 
One thing I was curious about - there is great availability for Singapore Air J flights...my question though is, for the example below...who wears the risk on the 'stopover' portion given it is so short. Eg if I booked the reward seat via Aeroplan, and then my flight was delayed into Singapore and I missed the connecting flight, would Singapore Airlines put me on a later/next flight? Or would Singapore Air say it isn't their problem, take it up with Air Canada as there wasn't enough time to begin with?

If everything is on one ticket you are protected, and SQ wears that risk. You will be out in the next available flight.
