Random question... Who pays for the points when flying with airline partners? Ie If I am flying on QF metal SYD-LAX and credit to AA ... Does QF pay AA for the miles or does AA just credit them to their program for flying QF?

BA flights used to credit reasonably quickly into QFF... ie around 1-2 days from the flight. I've noticed since November the time taken to arrive in the QFF account is anywhere from 3-4 weeks... has anyone else noticed this? I wonder what has caused this?
