    I was making the bill payments using the Council's online payment gateway and they indicated that my actions resulted in them incurring costs. There was certainly no malicious intent on my part. I have ceased making small payments towards my council rates since their email advice today.

    Same problem ex Manila. I'd love to use Qantas to fly friends here, but the credit card verification in person in Manila makes it too difficult, so I'll use Air Asia instead. Hope QANTAS can sort this out soon....
