Generally speaking the most value efficient way of using points is to upgrade. Then follows awards that are booked in F or J. You can only use QFF points to upgrade QF flights. If using your points to get a either 2 Y awards or one J or F award you might want to investigate QF's one world...

In the T&C's it states that points and SC's will only be given for flights actually flown. This has no relationship to whether you are on a refundable fare or not. You have to fly to get points & SC's for flying.

The QF points for any QF flight usually post very soon (probably instantaneously) after the flight is 'closed' from an operational point of view. I am not sure of when this is but it is sometime after 'door closed' and before 'door open' at destination.

NO QF Club entry either when travelling on staff tickets (non revenue or sub load is the QF term I think) unless you happen to be Platinum and then you have right to roam in QF Clubs.
