    This is a totally separate issue. You have the option to pay cash to avoid the fee there. You don't have that option when you phone Qantas. In theory, they are required to provide a fee-free option or include the fee in the listed price.

    Nope. They require it because it removes opportunities for manufactured spending and for fraud. Yes, that is what the rule is really to stop. Or just repeatedly purchase refundable tickets on a points-earning card and refund them to a non-points card/debit card/etc.

    Generally 3% on Australian cards. And that is why they do it! The threshold for "not enough to go through the chargeback hassle" needs to be under 10c to stop these thieves. There is one way to stop DCC. Use Amex. Then be super vigilant at any place that doesn't accept Amex.
