    Section 18A is needed to authorise potentially anti-competitve conduct in the setting of wholesale fees by the providers. It replaced regulations that did the same thing and I'd imagine that similar regs would be needed if the RBA went down the path of regulating Tyro fees.

    Yup - it's (another) good reason for just banning surcharges. There are also rules around transparency (i.e. disclosure of surcharges) enforced by the ACCC that seem to be more honoured in the breach than the observance. Just ban them!

    Not sure how familiar you are with the Payment System (Regulation) Act 1998 but it gives the RBA sweeping powers to make standards for payment systems (including capping fees).

    Well, my backlog has now posted and... it's weird (as is the timing it must be said). Qantas and Binge - both online - posted at 2ppd, but other transactions conducted online like Coles Online (hint NAB - look at the name!), Pernod Ricard and Melbourne Airport only got 1PPD.
