Maybe they are in "The Club"?

Sounds like a process fail.

My experience this year is its virtualy impossible to points upgrade on the Syd Lax route ,
The upgraders were a couple no connection as i asked them

The Frequent Flyer Concierge team takes the hard work out of finding reward seat availability. Using their expert knowledge and specialised tools, they'll help you book a great trip that maximises the value for your points.

My strategy SYD-LAX has always been to upgrade 350 days out. However as a bit of a form guide to SYD-AUH on which I've done six legs this year:

Booked PE, upgraded to J at the gate
Booked PE, Premium Bid upgrade $610 successful to J
Booked PE, flew PE
Booked PE, flew PE
Booked PE, points upgrade to J two months out
Booked PE, points upgrade to J two months out
