Am I correct in saying that the VA/VS codeshare arrangement only extends to flights to HK and not through to LHR?

Looking on the VA website and doing a dummy booking I don't see any instances of where a VS flight is offered up either for a HKG flight nor a flight to LHR. Can these flights only be booked by calling up?

You are correct. VA only codeshares on SYD-HKG, not HKG-LHR. However they do have an interline agreement so it should be possible for either the call centre or a travel agent to put together a single itinerary with VA numbers on the first leg and VS numbers on the second. If it was cheaper than just booking with VS I'd be very surprised, although SC earn will probably be higher on two different flight numbers.

VA codes to LHR are available only via SIN and AUH.

And every time I have looked the VA codeshare has been >>> than the VS direct.
