who has responsibility here?
Depends.
Did the flight crew of the A330 notice the A321 sticking back into the taxiway?
Why was the A321 so far back?
Did ground control tell the A330 to go along the taxiway or to hold?

Fault lies totally with Asiana. You're supposed to check that any aircraft you're passing is beyond the obstruction line.

So If Ground says to flight crew “cleared to gate X” it does not necessarily mean that the route ahead is clear

In many, perhaps even most places, the tower do not have a view that covers every little bit of tarmac. They are virtually miles away anyway. It's up to you to constantly question whether you have clearance from obstacles. The lines are clearly painted, and if an aircraft is over them you stop. Pretty simple really.

We stopped in departing LA the other night because a Delta aircraft was in a position that made it hard to tell whether he was over or not. Normal.

So then this the second incident where Asiana did not look at the instrument called the window.

Would the wing tip be a blind spot from flight deck?

Then should the pilots of TK also be concerned that their tail could be sticking out of safe position when they came to a stop?.

I expect we can find more examples than that. I've seen one, first hand, and my opinion can't be printed here.

It was in the 767, but I don't know about the 330. Irrelevant anyway.

Stopping in such a situation is the norm. Presumably they had a 'red' on the gate. They shouldn't have to drive behind themselves....
