Singapore Airlines has reportedly removed award inventory from all partner airlines until at least 1 September 2020. So it's not currently possible to book any SQ award flights using United miles, Alaska miles, LifeMiles, etc. (Velocity redemptions on all partners remain unavailable anyway.)

SQ blames "the complexities of enforcing global travel restrictions during the Covid-19 pandemic". To be honest, I don't blame them.

This afternoon, I haven’t been able to search for reward flights on the Singapore site. Now the whole website is down.

Yes, even for connecting traffic through SIN, there's complexity around which points of origin can transit through Singapore and which can't.
