I hope I am not too naive but what is a recovery vaucher? Do you mean some sort of voucher?

In terms of lounge use QF do not sell any day passes to the lounges so you cannot use a voucher for this purpose unless you decide to purchase Qantas Lounge membership and offset using a voucher.

I would say they are used by QF when a non status passenger has had an issue as a way of saying thank you for your patience/sorry etc etc when things go wrong.
