Purchasing status with Velocity Rewards - what does this T&C mean?

Obviously I was bored today as I was reading through the Velocity program T&Cs and came across this one:

4.2. ....You cannot purchase Points or Status Credits. Members can purchase Status Levels, in accordance with these terms and conditions and any others as posted on www....

Am I missing something or have I misinterpreted this - to mean it sounds like you can somehow purchase a higher status level? If the cost of "purchasing" a Gold membership is not much more than lounge membership, then this could be a bit of a bargain, to get the extra points and benefits of Gold. Or is it just in the T&Cs so that they can run a promotion down the track if they like?

This may have something to do with the promo a while ago where if you transfered 20k or 50k from your credit card points you got Silver or Gold respectively.

I've always wondered what this was, I remember reading it a few years ago... I wonder if its true or not... Maybe someone from Virgin could explain?
