Points upgrade of a domestic leg of an international?

I need to fly to Taiwan on business next week and am looking at available options. BNE-xPER-xSIN-TPE looks like a good way to pick up some points along the way.

What are my chances of being able to use my velocity points to upgrade the BNE-PER leg?

I can't see any way to tell Saver/Flexi on Long Haul International. I can only search Economy/Premium/Business
 
I flew HKT-PER-MEL on a flexi fare and had enough points to upgrade the domestic sector only but was told it's all or nothing when I called up. Not sure if it'll be the same in your case since you're flying long haul international with SQ?
