Kansai Transfer to Kobe and accommodation

My parents are flying to Kansai late next month and catching a cruise from Kobe. They are in their 80s and use a walking stick.
2 Questions:
What is the best way for them to get from Kansai to Kobe?
Any suggestions for cheap, quality accommodation in Kobe, for a one night stay?

Easiest would be to take the airport limo to kobe bay sheraton. Rooms can be had from 8900 yen.
