I'm looking at booking some J reward fares, but there's a chance that I might need to cancel them.
The terms of the fare are a bit confusing:

My bolding. So, if I cancel within 24 hours of the flight am I definitely entitled to a full refund, or is there some way that I could end up losing the points and cash?

This is our fully flexible Velocity Redemption Business fare. In addition to your wider seat and extra legroom in our exclusive Business Class cabin, there is no fee to change or cancel the fare
Which sounds good, until you get to:
-Cancellations: You can cancel your flight at no additional cost, so long as the cancellation is made via the GCC. Cancellations can be made up to 24 hours after your flight's scheduled departure time, so long as you had not checked in. If you check in and do not show up, you will forfeit the fare paid and the Velocity Points used (if any), and you will not be eligible for a refund.
-Refunds: If you cancel your flight in accordance with these fare rules, you may receive a refund. Refunds can be requested by contacting the GCC
