How to get get a refund with unchangeable ticket through insurance?
We purchased Jetstar cheap ticket to travel in May but its look like not good time to go to Osaka.

Tokyo yes, but Osaka is another 500km away.
In any event I don't think you will get any insurance that will cover you for a past event.

Do you have insurance in place? If so do you have a copy of the terms and conditions?

I have only ANZ Platinum Visa but I heard that some insurance covered cancelation for no reason. Maybe I am wrong.

I think you need to read the T&C of your travel insurance. If in doubt you would then need to talk to the Travel Insurance company.

Did you buy your tickets before or after the earthquake? To have any chance of a claim you would need to have bought hte tickets pre earthquake and that parts of your trip cannot go ahead because of the earthquake.

Have you called Jetstar to ask about what options they can offer based on what is happening in Japan? I would have at least asked before looking at insurance.

Jetstar are waiving some of the fare conditions anyway, so you may be able to obtain a refund or change your travel dates at no cost. Just give them a call. In any event, I think you'd be fine going to Osaka - just don't head to Tokyo if you can avoid it.
