Gardua Miles Refusing to Credit Miles

Garuda refuses to credit miles for flights I have taken recently because the ticket issued by a travel agent had a Qantas identifier. I thought if you flew on an airline with a FF program you were credited with the miles whoever issued the ticket. Can anyone suggest how I can get Garuda to credit these miles?
