Whenever I've registered for Hilton promotions my already-booked stays always count and receive the promotion benefits. Certainly would hope/expect the same applies.

I just noticed it on an email from HH (March Statement).

Would this operate separately to the current Double Points or Miles? If I select Doubles Points but have Double Dip turned on. Would I get Double base points and 4x/3x Miles through the QF offer?

Talked to QF today regarding a different matter and also asked about this promo. Was told it only applies for bookings AND stays from 1st March.
Tonight I called HH to double-check and was told this promo applies for stays from 1st March, no matter when the bookings were made.
So, MyWay Points & Points earns X15 points and Points & Miles earns X10 points & X1 (X4 with current promo) QFFP.

So currently with the double points promo (which was my selection), I get 10 base + 5 double dip + 10 promo.
Vs 10 base + 4 QFFP
So is 15 HH points worth more than 4 QFFP?

Nominal values I assign: <0.5c and 2c respectively.

<7.5c and 8c so QFFP wins, even with the current promo, in Asia Pacific.

Outside of AP the nominal value drops to 6c as it is only triple points.

Something you forgot I believe is the currency base of the points. I treat HH as USD vs QFF as AUD. So translating HH to AUD gives better value. Again it does depend where you use the HH, I always use for overseas destinations, usually USD or EUR based locations. QFF is just plain vanilla AUD.
