Bottom mobile navigation disappeared

I've had the bottom mobile navigation bar enabled since the upgrade, but it's now disappeared.

I checked my settings and it's still enabled.

I disabled, saved, then enabled and saved, but it's still not there.

In the process of enabling a new ad-spot for non-paid users of the site, this functionality has been temporarily disabled as it conflicts.

The new ad spot was necessary as revenue has not been as strong.

While not a 1-click solution, on a mobile device you can use the highlighted button in the top bar (screenshot below) to get to "what's new" and then find "new posts" from there.
