24 hour transit in Singapore flying SQ, do we need to collect bags at Changi?

Hi, We plan to fly (with family) from Asia via SIN to SYD flying Singapore airlines. We would have exact 24 hour transit time in Singapore during which we were planning to go to City and spend time sightseeing/Sentosa with our young children. I am not sure if we would require to collect our bags in Singapore or will SQ check them in all the way to Australia (both legs will be flying SQ with 24 hour stop over in Singapore). I would rather not have to collect bags if possible and just take light hand baggage with us which would be sufficient for us to spend 24 hours. in Singapore. My understanding was that up to 24 hours (?23 hours 59 minutes) connections usually you can check bags thru to final destination but can't find any specific info on SQ website and SQ contact centre staff were not very forthcoming when I asked this question but they suggested I can speak to check in staff to see if they will check my baggage to final destination.

I would appreciate if someone can clarify this please.
 
Doing an 18 hour stopover later in the year with the fam flying MI/SQ DRW-MUC. My understanding is that the bags can be checked through. If you want a pram, they will take the pram at the gate, and give it back to you has you hop off the plane. That said, am looking at a baby backpack for my 15 month old daughter as I figure that will be easier than a pram in the snow of Lapland and the Austrian Alps.
Was thinking of doing the tour in the morning, and then doing the zoo with the waterpark for a swim, then make our way back to the airport to the hotel before pushing onto MUC.
 
Worse case scenario is if the bags are not checked through to destination is either collect them and leave them at luggage storage or let the luggage go through to luggage keeper and you can collect them from lost luggage before your flight.

I have used both options mentioned in the past without any hassles.
 
If all the sectors are on the one ticket and transit is less than 24hours, then there should be no issues with checking the bag through to final destination.
