Yes, I just had the same response when I found a QF J seat available on the initial leg of a OWA itinerary. Everything is in J except the initial PE scetor. I asked to take up that J seat but was told, "that availability is only for a new booking." Annoying that QF can put that block in.

Amex MEL-BNE-CNS in Y are fairly comparable. MEL-BNE-MEL in J are not according to Lat34. The latter is a good DSC earn on the new A220 if it's in need or interest or suits travel timing.
