I ended up going with GoInsurance. Could actually speak to an Australian human being without too long of a wait with my queries, and their Covid cancellation is per person on the policy as well, which is good. Their reviews aren't awesome but in the end, the best of a not great bunch.

Actually there are quite a few that do cover you for being a close contact. GoInsurance has basically everything we need (would have preferred a little higher rental car excess) but the downside is their reviews are terrible for if you have to claim, puts me off :/

If against your credit (original booking ref) it says 'this voucher cannot be used online' then you have to call them to use. At that point, yes you can combine it with a travel pass. If you don't want to hassle then you can use only the travel pass yourself for a single online booking.

A lovely lady called Fiona rang me today to sort out my issues. Ringing the 1300 number got it escalated to her. She resolved all my issues (pending the refund on my credit cards for the over charging). Very relieved. Now to not book any more Qantas flights for a long long time ...
