Got mine pretty painlessly with a lower income. Went to a branch for an I.D. check, sent in the disclosure form that came with the initial mail, card arrived and activated. Applied direct online. I couldn't find the income requirement mentioned when I applied. -Andrew

I believe you can also ring up and obtain a hard token like the old days. Although the FAQ mentions that its only compatible with the web browser and not the mobile apps. -Andrew
