Using EC261/2004 on Qantas

Has anyone been successful in a EC216/2004 claim against Qantas for a delay?

It appears they only are "liable" when they are departing from the EU.

But, if QF delays me inbound to LHR, busting a connection on an EU airline... Do I ask for compensation from the EU airline, or from Qantas?
 
Neither as far as I'm aware (and I'll be quickly corrected if I'm wrong!). Their failure to deliver you to LHR in time for your flight does not lead to a claim possible against QF or the EU airline. If it was an EU airline -> LHR, or the delay was on the second sector ... yes.

EU 261 is only for travel on flights:

-to/from Europe for European Airlines and
-from Europe otherwise.
