Trying to understand taxes on Qantas Partner redemptions

I am trying to understand the taxes an charges when redeeming Qantas FF point on a partner airline. For example:

Using points to book from Melbourne to Singapore (one way) on 11/02/2015.
2 direct flights options are presented.
QF33 - 30,000 points + $242 taxes
JQ7 - 24,000 points + $197 taxes.

The problem I have was when I go to the Jetstar site and book the same flight
JQ7 - $140 + $77 taxes

Why are the taxes higher just because I am redeeming points?

Thanks, is that a recent change? As tickets I booked last year had no difference between the FF & Partner charges.

Is that the cost of a commercial fare booked direct with JQ (ie not an award ticket using points)? If so, that is so cheap why would you even consider burning points?
