TRS refund oversized items - MEL-SYD-NRT - Where do they get sighted??

Hey FF brains trust!

Title pretty much says it all - am flying MEL-SYD-NRT with QF tomorrow evening and my partner has bought a new snowboard which naturally we'd like to claim TRS on.

The customs website talks about how the oversized items need to be sighted by a customs offer prior to clearing security, however it's not clear whether or not this can be done in Melbourne (which would be better) or whether we have to get this done in Sydney?

Also, QF have given me mixed reports about whether our bags will be checked through MEL-SYD-NRT or just MEL-SYD, then rechecked in SYD for NRT - obviously if we have to get the bag sighted in Sydney, we need to make sure that it's only checked through to there!

You do it in melbourne as your bags won't see you again until NRT, so just go to the office in the arrivals area of the international terminal.

I assume that office is open 24/7 - there's no mention of opening hours on the customs website??

Finally, do you know if I can include non-oversized items in that bag for convenience (for example - we have some new ski clothes etc. which we would prefer not to take as carry-on) seeing as we're getting one oversized item sighted?

Based on previous interactions with them, I don't think it is, I think they deliberately limit to stuff you are not able to carry on

I got my new suitcase "sighted" in Syd without any problems on Mon before I checked it in...at the TRS counter, they didn't even ask what the receipt was for (granted I had 3 receipts in total).

I think this is in the category of 'cannot carry on' - so large items, 'dangerous' items, wine. They were very clear to me that it wasn't to be seen as an alternative to the main TRS desk.
