Looking for recommendation for transfer for 5 pasengers and 200 kg luggage between NRT and HND.

The standard "limousine bus" service would probably end up being just as easy as booking a private bus.

3,100 yen per adult, allow for a bit over an hour to 90 minutes, decent frequency.

Three hours has the potential to be on the tight side, so I'd opt for the five-hour option.
 
There are a number of ways to get between NRT and HND. The most common being the limousine bus and the train. The bus is a direct non stop option (it has 1-3 stops at each airport, then right through). It takes between 60 and 90 minutes depending on traffic. They do change the route used if there is heavy traffic somewhere.

There are a number of train options, only one of which is a direct single train. The direct train is a joint service by Keisei and Keikyu and runs through part of the Asakusa Subway Line, as such, it is a normal commuter train which gets busy and has no storage space for large bags. It only operates a during peak times and can take up to 2 hours between airports. The other train options require connections at 1 or more stations.

The best option is likely the bus. Only possible issue I can see is this "200kg of baggage". The bus allows 2 bags (30kg 120x60x50cm max) per person.
I've used the bus a number of times, normally connecting from QF21/QF25. Never taken more then 70 minutes to reach the other airport. The last time I used it, it took 2 hours from aircraft exit at HND to lounge at NRT.
 
Not sure why the train was even worth mentioning for a transfer time of 3-5 hours.
If they don't mind connecting, they can change to the express trains at Shinagawa or Tokyo stations (Narita Express - 60 mins to NRT from Tokyo) or the Sky Liner at Ueno or Nippori (36 mins to NRT from Nippori). Depending on the timing and which express service is used, connecting to an express train can get you between the airports in 80-110 minutes.
